Yes but in this case it's even nice sometimes. I believe he can get much more "into the song" this way, most of all if the song is about love anyhow.
And most of all I prefer Bono that shows his chest for a few seconds rather than watching Robert Plant's chest for an entire concert...

Yes, it's highly probable he was drunk. And I add he also had something bad... that is his shoes...
