And for me it'd be even better if there are references to even more SOI songs.
One reference was awkward and felt like an afterthought, but three or more makes clear that there's a purpose to it, even if they're a couple of years apart.

Reusing ideas and calling back / linking to works on SoI might come off as a bit lazy and unimaginative to some no doubt, but I think it has more than likely been the plan all along from day one before SoI came out, which going back to 2014 was probably why the band thought SoE might not take too long.
Personally I think it's an interesting concept and idea, especially for a rock band, and especially for one of U2's stature, a brave move that could backfire tremendously if misjudged. However, I don't think they'd be going down this road unless they really believed they could pull something special off.
Ultimately the proof of the pudding will be in the eating come December when we've all had a chance to fully digest SoE in its entirety and in its own right and then also once we've had a chance to put the two works together.
